0e0786331a Update LLVM libraries to 14.0.6 (#4350) 
The main noticeable change is the SmallString conversion operator to std::string is now explicit instead of implicit.

85f2f87400 wpiutil: Add unique_function (#1761) 
This is a move-only variant of std::function to support move-only captures.

Imported from LLVM with some small tweaks (changed to 4 pointer internal storage, warnings fixes).
