Use std::string_view and fmtlib across all libraries ( #3402 )
...
- Twine, StringRef, Format, and NativeFormatting have been removed
- Logging now uses fmtlib style formatting
- Nearly all uses of wpi::outs/errs have been replaced with fmt::print() or
std::puts()/std::fputs() (for unformatted strings).
- A wpi/fmt/raw_ostream.h header has been added to enable
fmt::print() with wpi::raw_ostream

Also update copyright to include "and other WPILib contributors" and clarify
license referral language to not be restricted to FIRST teams.

Add HAL specific version of wpi_setError ( #2055 )

Cleans up error writing, and allows fewer headers to be included in many of the wpilibc cpp files.
This removes all usages of the hal/HAL.h header.

halsim_ds_socket: Update tag parsing, and add rumble support ( #1214 )

Outputs are now sent. Ensure only the proper number of outputs are actually sent though.
Also adds match time, and proper enable tags.
