eee30c49e2 [wpilib] Remove LiveWindow (#7733) 
This will be replaced by a different mechanism, but removing it eases
the initial implementation burden of a new Telemetry/Sendable framework.

f620141e0d [wpiutil] Replace LLVM StringMap impl with std::map 
As string_view operations on std::map<std::string> won't be integrated
until C++26, placeholder implementations are used which are less efficient
in a couple of situations (e.g. insert with hint).

652d1c44e3 [wpiutil] Upgrade to macOS 12 to remove concept shims (#5379) 
The macOS deployment target has been upgraded from 10.15 to 11. Also, a
deprecation warning for sprintf() in libuv was suppressed.

b417d961ec Split Sendable into NT and non-NT portions (#3432) 
The non-NT portion has been moved to wpiutil.
The NT portion has been moved to ntcore (as NTSendable).

SendableBuilder similarly split and moved.

SendableRegistry moved to wpiutil.

In C++, SendableHelper also moved to wpiutil.

This enables use of Sendable from wpimath and also enables
moving several classes from wpilib to wpimath.

b2c3b2dd8e Use std::string_view and fmtlib across all libraries (#3402) 
- Twine, StringRef, Format, and NativeFormatting have been removed
- Logging now uses fmtlib style formatting
- Nearly all uses of wpi::outs/errs have been replaced with fmt::print() or
std::puts()/std::fputs() (for unformatted strings).
- A wpi/fmt/raw_ostream.h header has been added to enable
fmt::print() with wpi::raw_ostream

ff52f207cc [glass, wpilib] Rewrite Mechanism2d (#3281) 
Substantially improves Mechanism2d by moving it to NetworkTables and adding
a robot API to create the mechanism elements, instead of requiring a JSON file.

2aed432b4b Add braces to C++ single-line loops and conditionals (NFC) (#2973) 
This makes code easier to read and more consistent between C++ and Java.
Also update clang-format settings to always add a line break (even if no braces are used).

751dea32ae [wpilibc] Try to work around ABI break introduced in #2901 (#2917) 
The change to SendableBuilder to add GetTable() added a virtual function
early in the class definition.  This is an ABI break for vendor libraries.
Attempt to workaround this breakage by moving GetTable() to the end of the
class definition.
