8f1f64ffb6 Remove year from file copyright message (NFC) (#2972) 
Also update copyright to include "and other WPILib contributors" and clarify
license referral language to not be restricted to FIRST teams.

509819d83f Split the two command implementations into separate libraries (#2012) 
This will allow us at the user code side to determine to include old commands, new commands or both.
