[wpilibc] Remove ErrorBase ( #3306 )
...
Replace with new exception-based error reporting, consistent with Java.
This also builds stacktraces into the reporting/exceptions.

Add braces to C++ single-line loops and conditionals (NFC) ( #2973 )

This makes code easier to read and more consistent between C++ and Java.
Also update clang-format settings to always add a line break (even if no braces are used).

Split the two command implementations into separate libraries ( #2012 )

This will allow us at the user code side to determine to include old commands, new commands or both.
