These enable more consistent use of synchronization across the
native libraries. Users can create Event and Semaphore primitives, but
in addition, libraries can set up any handle as an Event-type signal.
This makes code easier to read and more consistent between C++ and Java.
Also update clang-format settings to always add a line break (even if no braces are used).
