Tyler Veness	c1e128bd5a	Disable frivolous PMD warnings and enable PMD in ntcore (#3419 ) Some valid warnings like throwing NullPointerException or using a for loop instead of System.arraycopy() were fixed. [wpilib] Remove PIDController, PIDOutput, PIDSource

Move them to the old commands vendordep so that PIDCommand and PIDSubsystem
continue to work.

This also removes Filter and LinearDigitalFilter.
