c90a8c586f getTable(): Don't prepend slash if key already starts with it. 
This makes getTable("/foo") and getTable("foo") equivalent.

7528b6b8bf Fix NetworkTable::ContainsKey. 
Previously this would always return false due to how explicit bool is
evaluated in a return context.

Also add a test for this function.
