clang-tidy: modernize-use-override (NFC)
Add NOLINT to CommandTestBase due to gmock not adding "override" keyword,
which causes warnings on clang.

Remove year from file copyright message (NFC) (#2972)
Also update copyright to include "and other WPILib contributors" and clarify

Split the two command implementations into separate libraries (#2012)
This will allow us at the user code side to determine to include old commands, new commands or both.
