Peter Johnson 1392db4529 [romi] Fix Romi motor support (#8915) ...

Since Servo has been removed from WPILib, add a RomiServo to replace it
(similar to XRPServo).

For Romi, move allocation of PWM channels to OnBoardIO since Motor and
Servo share channels.
