clang-format 21 made some formatting changes. Since wpiformat's stdlib
task was removed, I removed NOLINT comments for it and removed some
std:: prefixes it added to comments.

Building and Running SysId

Run the following in the monorepo root.

./gradlew sysid:run

Troubleshooting

Use AdvantageScope (shipped with the WPILib installer) to view .wpilog files for troubleshooting when SysId fails to generate plots.
