Peter Johnson 6b168ab0c8 [wpilib] Remove PIDController, PIDOutput, PIDSource
Move them to the old commands vendordep so that PIDCommand and PIDSubsystem
continue to work.

This also removes Filter and LinearDigitalFilter.
