## How It Works

1. Seed #1 picks first → forms Alliance #1

4. Seed #4 picks → **if not already selected by 1-3**, forms Alliance #4
|
||
|

5. Seeds 5-8 pick (first picks)

6. Seed #8 picks again (first of second round)
